I'm not really familiar with the game, but I am familiar with characters that feel responsible for another character's death that they only kind of lead to in a roundabout way, so could Luzzu's suicide mission also be seen as a way for him to atone for "killing" Chappu?
I think Luzzu is sort of desperate to see it that way, but honestly from my point of view it is a senseless, sad affair. But appropriate to the larger story of the game
