Yes, but it wouldn't make for a good armor, would be extremely time consuming and might very well not be very comfortable.

You said 12 mm washers and yours are bigger than 12 mm, i looked for 12 mm and it was tiny
The hole is 12 mm. That's how the washers are measured. =)
