Chuck McCann was indeed a local (L.A.) kiddie show host, but more famously, a cartoon voiceover artist. He was also had tangential ties to the Oddity Archive sphere (though I've never covered any of his work). @@ArchiveAnnex He did three specials for KCOP Ch. 13 in the mid-to-late 1970s, two of them were cartoon related. Chuck's cartoon hosting career was primarily in New York in the '50s and '60s.
The noise at the beginning looks like co-channel interference. I haven’t seen that in a long time! You could ID distant stations if you could read the text on the other signal.
