Although, he did delete the world near the end, he doesn’t or CAN’T delete the Sanses himself(Evident when Killer survived to cut Nec’s mask), because they’re not his creations. He must kill them himself. Although creators are powerful, there are beings much more powerful than even creators themselves.
It actually depends. The same creation can have different powers by different animators. Error 404 created by Nec version is different from Error 404 created by some other animator. Even though it's the same character, but the Error 404 in the video, and all the other Sanses are animated by Nec in his art style, so he can easily delete them because they are...again his version of the characters.
