Deku has been with him and grow up together, but not by his side. Being by side with someone is treat them as an equal, respecting them, caring... Deku admired Bakugou, idolized him (even when he was a nightmare) while Bakugou considered the him useless. That's not an equal or healthy relationship, they're not even friends. It's just an abuser-abused with stocolm syndrome kind of relationship.

But is praised by everyone even when he is wrong. So Mitsuki adopted a different role even if they're both too alike and explosive. She couldn't be an Inko and encourage even more her son's behaviours, so she bacame "the old hag", the only one who called him "weak" not in terms of power, but in personality and values. That's why she calls him "weak" after the rescue. It's not because he couldn't fight but because of his reckless behaviour and inferiority+superiority complex. That's why she instantly accepts the dorms idea: for the first time, other people could have that role and do it better than her. But she really loves her son (not a spoiler but we've seen her looking at Katsuki's photo albums during her free time. It was a single panel along with other people doing normal things so we can be sure she does it frequently). Bakugo has been raised by someone too similar calling him out, but he's not been abused. In BNHA parental abuse is quite remarked with the Todorokis and other characters, so if Katsuki really was suffering at home we would knew. But it's not the case.
