why do you need glitter the same color as the paint? wouldn't glitter show up better on lighter paint? id like to add it to white paint. can you use flat paint?
wait,why cant regular paint go on other surfaces without sanding but that paint you can? ive researched all the glitter paints but all had terrible reviews.those paints are super expensive.the glitter additives had better reviews and cheaper.

You are right. My parents had a Mom cave in the late 1980's with glitter in the ceiling. NO popcorn thankfully.

Yes, you can. But Painting over wallpaper that contains glitter tends to be tricky as this will leave you with an uneven finish.
