I think the facts are exact opposite of what is shown in the video. Cap was thinking more logically about the Sokovia accords and Tony was dealing with it emotionally because Tony was emotionally affected after meeting Charlie's mother. Cap was not fighting just to save Bucky but also fighting to stop Zemo to gain control of the other winter soldiers. A dialogue of Cap was left unnoticed in video that is: 'UN is run by people with agendas and agendas change'. This line has too much significance not only logically but also politically. The govt is also run by people with agendas and no one can guarantee that govt agendas are always good. History suggests that govt bodies have been responsible for even more destruction. Cap wanted the Avengers to be autonomous because he thinks that the safest hands are their own.

Captain was always and everywhere wrong. Tony told him that we have to make a protection layer on all around the Earth but he denied. And what happened? You know very well. Captain blamed Tony that you're not the one who could sacrifice his life for others but Tony proved him wrong in Avengers movie throwing the nuclear bomb out of the space. And don't talk about myths that Government has their own agendas blah blah.. . Talk about facts that people were died cause of those Avengers. They're people not any stuffs that save as more as you can and leave others to die. And you said that the captain was not just fighting to save the bucky but was also fighting to stop Zemo but the fact and the truth are just the opposite.It was always the captain's effort to save Bucky in some way or the other, even when he did not even know about the Zemo, since then he was trying to save the bucky. It was the quality of Tony that he never used to be emotional. But the captain was one who was emotionally biased with Bucky. I don't know how people say that he was worthy after all of that.

In cap America winter soldier Steve faught bucky to save the country and realised something worst happened to him. He knew about some part of Zola's experiment and understood it might had connection to bucky.
Steve might be afraid that Wanda and hulk also can be misused by that way and they were easy candidate for that too and their immense power can destroy anything.If their power had to be controlled ,they should be mentored by people who had power and great moral values like avengers. They both had traumatic past and mental instability had a big role in their overpower. so they need also mental support Which was done greatly by Natasha and vision. Idea of confinding wanda actually would create more mental pressure and controlled by govt would make more chaos
In the last part of antman it was shown that Steve wanted to inform tony about bucky, wrong experiments bt falcon told tony might not show any interest so rather kept in between them. Actually if it occurred many things would have changed
At first Steve was not saving bucky he just wanted to know the truth.
But after being arrested Steve understood someone was behind that blast and bucky was wrongly accused.He also knew about winter soldier project and traumatic experiments and relaised bucky was also not guilty for previous consequences as he was brainwashed. Now Steve wanted to save bucky and reach the winter soldier base camp to know who was mastermind. At that point they had no time to explain it to tony..Tony had no idea at that time though later he realised zemo was behind it. but after few minutes he also knew that bucky killed his parents..
It was a human nature to become emotional and angry to kill bucky but at the same time bucky was innocent, brainwashed, traumatized and used as a weapon...if it was happened with steve , steve would also become angry and faught with bucky bt after knowing the truth he would try to find actual mastermind and would try to destroy hydra and it would make Steve worthy as always from beginning
