What the story failed to mention is the escaping pilot got over the departure end of the runway, then ran out of gas... Because Mig-21

Imagine if the Yugoslavian pilot actually said reeeeeeeeeeeeee when the Albanian pilot failed to deploy the parachute and instead engaged the afterburner.

Hahahaha this is true Story in the late 1970s an Albanian MiG-21F-13 aircraft mistakenly violated Yugoslav airspace during a drill. The Albanian plane, piloted by Luto Sadikaj, was captured by 2 Yugoslav MiG-21 aircraft. The Albanian plane was surrounded and forced to land at an airport in Kosovo.
But the Albanian pilot, at the moment when the plane made contact with the aerodrome runway, put the plane in force and took off again, leaving behind the two Yugoslav planes that had already opened the braking parachutes. Luto Sadikaj addressed Albania with great speed and returned home

Yugoslavia means southern slavs as opposed to eastern slavs (jugo: southern). I was watching a cool vid interview with a Finnish MiG21 test pilot with lots of hours on the MiG21F13 and MiG21bis which was produced basically alongside the MiG23 mainly for export customers who wanted easier pilot conversion since the downgraded export 23MS has the same avionics as the 21bis, Finland and many other countries already operating the 21F13 preferred this choice.
So the interesting thing about the MiG21, the Finnish pilot was very clear that handling between the F13 and the Bis was different but performance and endurance qualities were identical, although the F13 was much lighter and less bulky. Of note was the speed capabilities, he said firstly it climbed at Mach 2 without losing speed which few aircraft do and the speed limitation was only because of directional instability which would cause an aircraft breakup at high Mach, so it was an important limitation but the MiG21 had no problem exceeding it so the pilot had to ensure to keep speed below the 2.05 Mach absolute airframe limitation. At the same time the rated altitude was around 18,000 metres but the aircraft would continue climbing at 2 Mach beyond 21,000 metres and this was another pilot restriction: the altitude limitation was due to a high stall speed and an airframe Mach limitation which came together at altitudes beyond 19,000 metres, the plane would go much higher but you would have to exceed the Mach limitation to remain above the IAS stall speed and cause an airframe breakup.
Thus, not unlike the MiG25 and Su15, the triad of superperformance Soviet fighter designs mooted in the late 50s the performance built into the MiG21 outweighed its own design capabilities. They were really pushing the envelope during that particular phase of fighter development.
The Finnish pilot did of course mention the endurance. He gave an example of take off and climb at full afterburner to 18,000 metres in 7 minutes, RTB and the entire flight would last about fifteen minutes from take off to landing with dry tanks. For the most part pilots used the afterburner sparingly. He also said the main notable difference between the F13 and Bis, aside from the inclusion of radar was the landing: the Bis had much bigger brakes so didn't need to use the chute but the F13 always had to use the chute.
I also saw an interview with the first western pilot to get a close look at the MiG21, the Israeli pilot who intercepted and escorted the MiG21F13 that defected from Syria. He wound up becoming the evaluation pilot for that plane so it was his reports which US Intelligence received as USAF combat advisories to be employed in Vietnam. What he said about it was being impressed mainly by the fact it was so cheaply and poorly built compared to the Mirage, some of the panelling wasn't even flush, everything was just riveted together with gaps and poor finishing and yet somehow performed like a rocketship, it was this combination which impressed him the most.

not to mention, it makes no sense that there was no SAM anywhere nearby that could shoot at the albanian mig after it took back off, or anything like that.

Albania never had MiG-21, what you are described here as MiG-21 is actually a Chengdu J-7 (Chinese copy of the MiG-21). Early Chengdu J-7 where in every way much worse planes compared to the MiG-21, so Yugoslavian MiGs wouldn't have any problems to intercept them (thanks to the ground radars). Also, I don't know does Albanian pilot have a fuel shortage, or he was killed by SAM (airport in Pristina is relatively near to Albania). One more thing, your MiG-21 has Serbian markings (adapted pre-war Royal Air Force), not Yugoslavian (red star in roundel)
