Balance should work on a tier list of killers so for D tier 25% penalty to swfs all actions less pallets and small maps for trapper freddy ghost face sadako also limited copies of meta perks if 4 survivors select 4 Ds the game give 1 random survivors DS and other 3 choose which perk they want if the game didnt give them DS
25% is definitely way too big of a slow-down for solos lol, even at high mmr. that's an insane reduction, brother. maybe 10-15, 20-25 is huge, i'd personally rather balance the killers better, instead of just applying massive debuffs to people just playing survivor.
