Firstly thanks for making this very helpful video. Secondly, why does המפאר have a vocal shva under the מ even though the previous vowel is short? It's not got a dagesh.

I'm not familiar with the word, but by your description it seems like it would be an articular piel participle for the root פאר. If that's the case, then I would expect there to be a sheva under the מ, a dagesh in the מ, and no dagesh in the פ. Where did you see this word?

@@danielbrueske It's at the beginning of המאיר לארץ in ברכת קריאת שמע.

There are three types of sheva's: שווא נע, שווא נח, שווא מרחף.
By "vocal" he means שווא נע (moving sheva), by the other one he means שווא נח (resting sheva).
The third one, שווא מרחף (floating sheva), is basically a שווא נע which just so happens to be pronounced like a שווא נח (although it keeps all the other properties of שווא נע like never closing a syllable, which explains the fricative פ without the dagesh)

I have a question about the imperfect tense for the verb "to be." If we follow the rules, the sheva under the second letter (yod) would be silent. Is that the case?

If you're talking about the wayyiqtol conjugation (with a vav/waw prefixed), then it would be pronounced. This is because the yod is doubled with a dagesh. However, the sknmlvi rule can often complicate things.
