Welding engineer here. Its bad because the steel immediately underneath the arc strike is usually untempered martensite. This is extremely hard and about as tough as glass. It provides a convenient place for cracks to form in service. They are usually easy to fix. The only time I ever see them is when the welder didn't notice one or forgot to repair it, and a cracked part comes into my lab for exam.
