no, the rebate boat tail die will form a boat tail on the first die but the secon will form the rebate. If you forgo the rebate punch it will just flatten out

Corbin does not make them. Their site explains why. It's lengthy but makes sense.

I guess by plain you mean a flat base bullet? To make a FB bullet you simply change to a flat base internal punch.
