i vote for siren for the best slow unit rn cuz her slow is great and she's hybrid so she can hit both air and ground unit and with her cone aoe its great meta slow
nah jirayas line is way better imo cuz you can place him on a lane, put him on last and the whole lane is perma-slowed(if you have perfect spa). And if the map is curved you can use his big cone aoe
They are better or worse by the aoe and spa, as the slow effect have a cooldown of 4 secounds, so a unit that have a cone or line aoe+ 4-4,5 spa gotta be the best for slowing.
