In this case it's with bankrupted Detroit. Most of these deals fail by not training the local population and bringing in Chinese workers when the local population simply can't do it and China must bring in their own to secure investment. My notion is China has unnaturally inflated their wealth to lend money it ultimately doesn't have to countries it knows will default.
