It appears to be a land boom, like a ocean boom that they float to collect oil slicks they have that set up to stop mud water runoff from that digger going into the river on the left and getting them large fines from appropriate government environmental agency’s.

I worked in a granite quarry and the "load choker" is what we called chain dogs. It was used to span a block of stone and the ears of the dogs would set in a small dimple we drilled in the ends of the stone. Barely a ¼" of steel on each side would hold several tons of stone

"Load choker" looks more like a tractor weight used to counter balance heavy machinery like plows or something but it seems oddly shaped for that purpose
It's definitely used to tension chains, you can see many examples of these on German WWII Tanks. The only difference is the WWII ones don't have a hole in the middle but they are the exact same shape and usually found stored on the hull.

How can you say it's a pneumatic thermostat base without mentioning that the thermostat is missing? The sign is obviously left over from when there was the thermostat mounted and people kept messing around with it so "please do not operate/change the thermostat setting"
