Unfortunately, he needs to evolve from just throws. He has potential to be better than his dad because he has a good gimmick that will allow him to be that, evolving from his dads persona to his own persona. He's hindered not only by creative right now but also his own style. I love the send hook gimmick but if all he's doing is throwing, it's not a good look. He needs more in ring work. Get him to hang out with zack sabre or something? Maybe have his dad speak for him for a little bit too? Then he can turn on him? (Might be a little close to mysterio but taz isn't wrestling anymore)
