    I lived in China riding hybrid buses, brand new extensive subways, high speed trains and then returned to Canada where you are lucky to find a bus and no trains to a totally private car dependent system . Where is the technology that was stolen? It never was.

      To be fair I’m in Toronto now and found TTC (public transport system comprising subways and buses) very efficient and well run. I particularly like the card payment system with one fixed price to go anywhere on subway and buses as long as within two hours. Very convenient. Sometimes I make a return trip within two hours and pay one price.

    China has pulled it off because it is unique with huge, diligent and hard working population, and a one party state with consistent long term goals but flexible enough to adapt and adopt so as to be pragmatic. Other Asian and South East Asian countries have similar ethos but their populations and geographical size are much smaller. More to the point, those countries have multi-party political systems that would ensure continuous changes to whatever the previous government has done, ie no consistency in long term targets but all short term political gains (Western style). Vietnam is actually a communist country but the US and the West like Vietnam; they rarely publicly criticise or smear Vietnam because it is not seen as a "threat". Singapore is a prosperous city state virtually dominated by one political party. Rarely, if any, have I seen negative opinions of Singapore from the West. Some local and Asian people think that Singapore acts like a dictator. So you know what I am leading to. Political system may or may not matter. It is a matter of effective governance.
    During an interview, the founder of Huawei questioned that how could the West accuse Huawei of stealing technologies from them that they had not got? A senior employee said in an interview about 5G that the company had been researching on 6G several years ago.
    By the end of 2020 the entire underground transport network in Shanghai was covered by 5G.
    In contrast, the Mayor of London has promised to cover the entire London Underground network with 4G by the end of 2024.
    That's how much more advanced Chinese technology is in terms of development and implementation.
    Without Western interference of all kinds, I bet that African nations with help from China will leapfrog the West. This may sound far-fetched. The US will do its utmost, including starting a war and regime change, to next suppress the rise of Africa.
    Many areas on the Belt and Road Initiative have since 2013 had bombings, massive political protests and chaotic civil wars etc. This is the dirty work done by a particular organisation to stop the success of China's Belt and Road Initiative.
    If China and the Chinese had the technology to migrate to live in Mars, I bet the US would try to stop the Chinese travel in mid-space.

      Excellent summary of the perceptions. Most western whining is pure sour grapes, and largely a result of condoning multinational flows of capital away from western countries. Capitalists care nothing for where profit occurs so long as there is profit. China has the powerful central government capable of refereeing these flows to their own benefit… the same for non-communist entrepôt states such as the authoritarian democracy of Singapore.

      Agreed, the leaders are elected by popularity rather than competence in democracy. China's meritocracy is more efficient political system where the leader must first prove his/her competence. Whether we like it or not the time is on China's side.

    China was a student, however, at the turn of the 21st century China became a teacher, and now a innovator. Just look at the number of patents filed by China in recent years is evident of their technological capabilities to innovate.

For centuries, US, gone beyond what Mike had said, US had done human trafficking, kill natives in America, assassination, committed countless war crimes, tear down or sanction competitors who possess technology that US didn't have, US corporation stealing patented technologies with deceptions, when caught just paid a fine. US has the world largest network of spies, hackers, and cyberspace intruders stealing. Ask Edward Snowden, he can tell you more.

    China requires a JV and technology sharing agreements when entering the Chinese market. The international companies agree to this and love counting those profits, but turn around and complain about the technology sharing later. Then it gets labeled as “forced” technology and then it’s labeled “stolen”.

    My career in China began in 1994 and during the following years I saw a steady stream of government heads and corporate CEOs visiting China with trade and other business in mind. What Prof. Wolff said and explained is factual and verifiable. The truth is the Chinese people has stood up against all odds.

    The West must realised why China had a deep manufacturing skill virtually as if it happened overnight. The Chinese already had this skill inherited hundred of years ago, possibly thousands of years earlier. For e. g. the British visited China in the 17th century and saw many amazing products manufactured by the Chinese which they had never seen before such as pottery, silk, gunpowder, paper, printing etc. So they bought some porcelain wares back to Britain and studied them. Their conclusion was that the porcelain were made from egg shells which of course were wrong. The British were in a way very amazed by the Chinese talent in invention and innovation as well as their manufacturing skill in producing innovative products which were new to them. This gave rise to the British a spark of inspiration to be inventive themselves too. So from that time onward, the British embarked on a different mindset to be inventive which gave rise to the reconnaissance of industrial rovolution known as Industrial 1.0. China on the other hand was on the decline due to internal rivalries. Then came the foreign invasion and bullying which they had to secede the island of Hong Kong to the british and Macau plus trading. But within the Chinese, the deep inheritance of manufacturing skill, business skill and inventiveness were still there. That explain why Chinese seemed to be able to catch up to the West which seemed like overnight. To the West, it was mistaken for stealing their technologies.

    Dear Sir. My take is that most of the technology you talk about don't matter. So Chinese make the iPhone keep 6 dollars. The technologies they develope the west deemed them fringe impractical and unprofitable like lithium batteries, solar, high speed trains. But when China started owning patents in 5G technology and leading in what will be the next productivity multiplier technology the mood changed. None of the high end tech was ever transferred they were denied the Chinese like nuclear and space science. Granted the chinese sent their students over to the Western universities. That is not copying. Many stayed back and contributed to the Western economy until they were unwelcome. They return home to found better opportunities for research and business opportunities.

      Japanese did the same starting from the turn of last century which allowed their countrymen to bring home alot of the industrialisation knowledge which modernised their country.

Edwards Deming, the "Father of Quality Assurance" , credited with revolutionizing Japan's industry when it was known for turning out "junky" products, and making it one of the most dominant economies of the world. He was an American whose theories involving quality was spurned by U.S. companies because they would "be too costly" but were snapped up by the Japanese who began adopting them. In this case, the Japanese did not copy the U.S. - they merely picked up something that Americans discarded, found it to be an unpolished gem and ran away with it. Whose fault was it?

    You hit the spot dead on. It was all part of the deal that foreign companies agreed on when they begged to enter this massive market, it was called "market share for tech". Based on that consensus, the foreign companies get the market share and, in turn, their Chinese partner get to learn their tech. Over the years, the Chinese did get some tech which they would otherwise never have, but the stuff shared by foreign companies are mostly out-dated and of low-end, which strengthened the Chinese determination to spend heavily on R&D.

    The West copied Chinese technology as well in the past when China was a strong Empire. There is nothing wrong with countries copying and learning from each other. Only Capitalists put that in people's mind that copying is stealing because they don't want others to compete with them. The concept of intellectual property is violation of human rights to learn from their surroundings. Copying should be embrace rather than shun in society. By sharing knowledge humanity can progress.

      Your interpretation of copying is more civil and reflects nature. Living beings routinely copy each other for self improvement and this ultimately benefits the whole community. Even animals copy from each other. In fact, people and animals who failed to copy others are setting themselves up for individual failure. Therefore, it’s very wrong for people to attribute copying as stealing. Nothing is stolen. I have eyes and I can see. Can anyone accuse me of “stealing what l am seeing”? That person cannot do so without being accused of doing exactly the same thing!

    How sad that we have to fight over who came up with “it” first. What an amazing world we would live in if governments would collaborate on the good stuff for people, our planet, the animals.       We will live in that world one-day it is only a matter of time. It won't happen in our lifetimes, but one day borders will have to cease to exist. It is merely the natural progression of a society that is becoming globalized. When the us vs them mentality fades, nationalism ceases to exist and there are enough resources for everyone. It is like how cat colonies form, when resources are abundant cats will live together, but with scarce resources they will fight each other and be territorial. Once resources become so abundant that there is no fear of not having then people will stop fighting one another, capitalism will be ancient history, society will be truly free. Assuming global warming doesn't kill us all first.

    AND ... they are brilliantly disciplined in their learning. I studied Engineering with several Chinese Individuals; and they outperformed every North American Student by leaps. We stand no chance; they will eclipse us with their sheer quantity and quality of engineers ( heck, most of those co-students already were Masters and Phd's and just taking engineering as a second language lesson ).

      And on the flip side of that coin, many Chinese engineers/builders were NOT hired by many firms I worked with overseas, bc they had developed a rep for taking short cuts, skipping over things, and ignoring obvious problems. And, no, their short cuts did NOT improve the systems! There are many good Chinese students, with good work ethics, That is true of almost every country, which has it's share of good and bad students. Also, the "requirements" for Chinese to get a Master's or PhD is quite different than most countries. And not in a good way! I have 4 degrees; two are in Engineering. When I took a trip to China, and "compared" degrees, just ONE of my degrees, although a Bachelor's, would have been consider very close to a Master's there! It is not MORE difficult to get a degree there. It is LESS difficult! I gave a "quiz", if you will, to a class of engineers, of which 3 were Chinese. It was to solve a few engineering problems, and not highly difficult ones. It was to judge their actual understanding of engineering, and at what level. A total of eight people did the quiz. Both Americans passed. Only 1 of the 3 Chinese passed. And I will not get into the Nationalities of the rest. So, yes, they DO have good students and engineers. So do many countries. Are they the very best? I would say, in general, that they are average to above average. YOu may not "like" this, but I'm telling no lies, but actual experience.

Yes, I did remember an American engineer of Indian decent saying the same thing years ago with regard to what the Chinese was attempting to do: to rail link Tibet to the rest of China. Often, such remarks seem to come from people who think a swallow makes a summer! Based on your conclusion, please advise Biden/Trump not to waste their time to try to derail China!

    I think when you compare the wages earned by American vs. Chinese workers, then factor in the costs that worker incurs, you will find that after paying through the nose for health care, education, housing, child care and other things, the American worker is making less than Chinese workers.

      The costs of living are so much lower in China because an incredible amount is already provided to the Chinese people for basically free and many more things are heavily subsidized. There are countless cases in which the Chinese government simply built and gave housing out for free to people as an incentive to move them from isolated rural areas to more easily accessible and fast growing towns as part of their massive poverty eradication program. China has one of the highest rates of home ownership in the world. Education is free. Healthcare and public transportation are dirt cheap and ubiquitously available. Basic necessities are often price controlled. In such circumstances you do not need high wages. Furthermore China is not really dependent on external imports because they are such a huge economy they can produce nearly every type of consumer good themselves.
      The reality is that soon most Chinese will enjoy a higher standard of living than working class people in the west, millions already are. While conditions here are declining, employment getting more and more precarious, wages stagnating, rent skyrocketing, housing becoming unaffordable, infrastructure crumbling, healthcare costs bankruptcy inducing, unions getting crushed so that working conditions can get more and more abysmal, a massive homelessness crisis on the horizon...while all this is happening here, Chinese people are only seeing their conditions improve from year to year, there is an incredible optimism there because it is clear to see that the future is very bright for them.
      China is a society on the rise and they know it. The west is in terminal decline.

      This is called higher purchasing power parity (ppp). In this you produce, earn or gain service more with less expenditure. By ppp value China is the biggest economy.

Let’s see…Trump lowered my taxes saving me money and I am not Rich making less than $50,000 a year also including business taxes and that’s good for the economy. Trump doubled the Child tax credit. Trump doubled the standard deduction. Trump started to bring peace to the Middle East with the Abraham Accords making not only America safer but the whole world safer. Trump made America energy independent. Trump pushed BUY AMERICAN. Trump scraped NAFTA for a better deal. Although Trump raised our deficit to do it…he had to play military catch up with Russia that developed hypersonic weapons plus a nuclear torpedo and China that had built 54 more Navy ships (and counting) than we had under Obama’s 8 years. It was Trump that said we have to end endless wars and had a plan to pull out of Afghanistan…and he would of done it in a much better way than Biden did (no one would have been left behind). Trump went over to North Korea and showed respect to their leader who eventually stopped firing missiles into the Sea of Japan. Trump started enforcing our immigration laws and he started deporting MS13 members making out streets safer. Trump had more minorities working than anytime in American history. Trump pulled us out of the nuclear treaty with Russia because he wanted a new treaty that included China due to the fact that China uses about half of every dollar we spend buying Chinese goods building their war machine. Oh I am sorry…you asked if I could name only five things Trump did to help America. I could go on but what is amazing is that the Democrats we’re trying to impeach Trump from day one yet Trump was able to get things done. Obama and his intel people and Biden had a meeting at the beginning of Trumps four years trying to figure out a way to get rid of trump (Research it). For the first time in U.S. history America’s intel agencies were used to try to remove a sitting President.

    My father was an engineer who worked in China for over 5yrs, one day he was taken to an engineering facility where he was manufacturing oil rig parts. He was walking through the factory and behind a large plastic covered room he seen a Man lorry that was in pieces all over the floor, he knew about lorries and the Man he saw was not even on the market yet but the Chinese had one in this facility. When he asked the engineers there he was told that they were not copying it they were improving it was their answer. And this answer has remained with me since he told me the story 💯🙏🏻

      99.99% of all social, political and scientific progress happens by copying of, iterating and variation upon already existing ideas.
      The primitive human who first found a way to make fire did not "patent" his discovery. The first human who invented the wheel did not complain about others stealing it. Other people saw a good idea, replicated it and improved on it. This is what intelligent people do. If you are smart you do not re-invent the entire history of human development, you take what is already there, use it, learn from it and make the world better.
      There is no greater crime in this world than the hoarding or gating off of knowledge. "Intellectual property" is theft from humanity, from our children's futures, and the greatest of offenses against our ancestors who freely shared their knowledge with others so that we may have the prosperity we have today.
      TL;DR: It would be a crime to NOT "steal" technology.

    Prof Wolff, you are right. Remind me of a story I heard years ago during the Ching Dynasty where the westerners were bullying Chinese all over the place. There was a boxing match between a Western boxer and a Chines gong Fu expert. The rules state that the Chinese guy cannot use the leg to kick or the hand to punch (knowing how deadly the gong Fu expert can use their body as weapon). However in the match, the gong Fu expert still won the match using "Phantom Steps" (迷魂步). Not sure it is true story But what is true now is America is blocking China from using its Technology and China is responding by using their ingenuity to overcome the challenges!

    I find it funny, because after WWII a guy named Deming went to US manufacturers to spread modern manufacturing techniques developed in WWII, but management laugh him out. He traveled and found the Japanese eager students. Japan beat the pants off of the US in the 80s because US manufacturing was crap and Japanese manufactures used our own methods to out compete US business. I remember a car worker being interviewed and him remarking that line workers kept saying defective assembly came to them, but management did not care. Employees cared, management did not. My own father worked for a US manufacturer who had large test facilities in house. This was because US component manufacturers mixed in 10% defective parts in everything they shipped in that same era.

      In the last century, one of the many accusations the US made against the then economic power Japan was that Japan was engaged in unfair competition, and the evidence was that the US claimed that Japanese engineers and factory workers were NOT taking as long vacation as their US counterparts did, which constituted the alleged Japan's unfair competition.     Foxconn hiring 200000 workers in China to cope with demand with signing on bonus of 10000rmb. They could expand Vietnam and India plants but deciding factor was quality of workers, infrastructure and health .

    This is a win-win situation btw two parties. When you invest in my country, you'll get cheap labour, huge market and profits and we however will get your technology and know-how. We don't steal your tech but with your agreement, you share your tech with us. Both side wins!
    Another thing with the Chinese is, once the technology is acquired and learnt, they innovate and improve on it through R&D, making it uniquely Chinese.

    I remember the time well, in the U.K. Thatcher loved Reagan's Reaganomics and the thinly veiled racism by white imperialism and its love for the Asian sweatshops but called The Free Market Economy that she liked it so much she jumped on board gathering the bosses around telling them they could make much more money for themselves by shifting their companies overseas and not having to pay for a workforce at home. Successive leaders in the Northern hemisphere thought that it would continue their way, not thinking that Asia would be able to make things cheaper than we suspected so Asia profited and made a great success at it and good for them. The Western populations born in that period would be too young to know the changes our leaders forced into play and not have been taught that part of history with successive leaders happy for that ignorance.

    It should be remembered that many western companies took advanced technology with them when they built factories in the east, they didn't leave the good stuff in the west.

    America has a rich history of innovation by Asian immigrants. Here is a story most Americans might not know.
    Chinese workers played a major role in the California gold rush, the building of the transcontinental railroad and later in mining and agriculture. In fact, Americans didn't know how to build railways.
    Qian Xuesen a Chinese-American co-founded the Jet Propulsion Laboratory also work on the Manhattan Project. He was house arrested for five years and then deported to China without any evidence of spying. He later became the founder of engineering cybernetics, made China a nuclear power and was honored as the gather of Chinese space.
    He was one of the most prominent scientists in America. He had contributed so much and could have contributed much more. So it's not just humiliation but also a sense of betrayal.
    A former US Secretary of the Navy, Dan Kimball - later head of the rocket propulsion company, Aerojet - once said it was "the stupidest thing this country ever did".

    I came to Shenzhen in 2000, seen it in last 21 years. China is not forcing tax on small private sme and now these sme are so big that they start paying taxes. In Shenzhen normal salary is 2000usd and 1500usd for restaurant workers/ plus food and lodging.
    Most of businesses have their own dormateries.

    50 years ago I was working in Hong Kong as a textile ing ... I remember a hard discussion with group leaders the Factory Director came to this discussion then he started to speak ... he told his group leaders he was right I see this by myself you have to listen and improve, than we do better and don't people from Europe, and my Eys open up, and my brains told me I am killing my own profession !!! China has not stolen but learned!!!

    The world is a history of copycats. It is all relative. Mind you that China is one of the oldest civilizations much older than the US. Once admired by the West as the most advanced civilization. How old is the US? A mear 200+ years. Already the country is facing tremendous problems inside and out. China's success arose from her hardworking people. The world is a fair playing field.
