'On' the bus refers to actually sitting inside the bus, whereas 'at' the bus refers to being at the place where the bus is - maybe at the bus stop. So both are correct in this example, but the meaning changes slightly.

In English, you say, put on ice. In Chinese, we say, 凍結. Also, the meaning of the characters is the same as the words in English.
