The "for some reason" is the actual reason. All the creeps have certain criteria that must be met for them to cast their spell. The most well known one is the centaur, who will stomp when 3 enemy units are near. The harpies go for low hp enemies. And the rest have other activation conditions too
For that move, it requires the hero to be low health. Other Neutrals have different requirements for their spells, like Centaur Stomp or Tomato Clap needs 3 enemies nearby. Ogre slam is the Ogre needs to be below 70% HP.

For some reason the harpies only cast that lightning spell when you're low, I learned it the same way as gorp 😂

I think creeps usually use their skills when there are three more creeps or heroes.
