Realistically, a lot of Egypt's economic woes come from overpopulation. Egypt used to be the breadbasket of the Roman Empire but now has to import food. There just aren't enough natural resources in Egypt to sustain their own population. If you're struggling constantly to feed your people, relying on loans and foreign (unstable too!) grain producing regions, that is going to be a constant pressure. Having a good stable agricultural base to an economy is key, or at the very least having enough to feed yourself and ensure stability. Not to mention just how vulnerable they are now to any sort of disruption, environmentally or politically, or the fact that they're running out of living space near the habitable parts of the country. I don't see them escaping the current situation when such a fundamental aspect of their country is so broken.
