Had a project where I needed to have a video clip with two characters speaking, and I watched multiple videos and this one is the one that put it all together for me. Never done a project like this and it took me about 2 hours to get a video going---1 min long, but i tried so many other ways, and even though it seems we are using a bunch of tools, they all made sense, and is free! Took me a bit longer to figure out the panning into the characters, but excellent tutorial.

You would have to use the desktop character animator app if you wanted to create a custom character and it's not as straightforward as what we have here. you can check out this video ruclips.net/video/aLuJ-TKrMjI/видео.html&t there are several AI tools too like Pikalab that give some worth of an animation. I have a video coming out with the top 10 watch out for that probably next week

I used Premiere Pro but you should be able to do that with most video editing software like Cap Cut. use the keyframe feature and scale your video in or out ,

I already generated a 2d character (vector file) with an AI app, but how can I generate more images of that same character with different motions, emotions, gestures with AI? Is there any AI programs allow me to do such things? I want to create some kind of Handmade Cartoon for my pupils
Those look like Frame by frame animations tools like Adobe animate can help with that , you could also create custom puppet or character animator which would speed up the process

Since the characters make gestures on the basis of audio, will they move too if the track says “dance”?
Not really you will need the desktop version to get that level of control
