As the people above me said, but also, a quick google search brought up someone who rode a sloth bear as a kid in India. They said the bear's mouth was muzzled and the tamer was holding it by a rope at all times. Though it should be noted that it's something that someone on the internet said. And as they noted, animal protection laws have gotten stricter.
I just googled it and it seems like it's technically illegal to keep a whale, poisonous snake, crocodile, bear or tiger unless it's for treatment, rehabilitation or nurturing. Maybe there is a loophole somewhere here, but either way you must be qualified for the task and notify federal services. It's also possible all those pet bears were tamed before current law came to power and I don't know something. Then again, there are several known cases of keeping bears for prolonged periods of time (decades) with zero cases of aggression towards human. Bears are quite intelligent animals, so it's possible to come to understanding with it.
