I am surprised to see this person had been finance minister of Pakistan and do not have clue what is capacity payment and what expense it covers. If Government owned IPP do not take capacity payment from where its debt will be repaid, who will pay its return on equity, insurance cost, salary of its employs and its fixed O&M? these expenses are mandatory regardless plant is running or not.
