I'm just a low-elo scrub, but from watching Sawyer and other content-creator-junglers, Viego is definitely near the top of the "I can carry if skilled" list. Master Yi, Bel'Veth, maybe Lee Sin - most of the more-dmg-than-tank junglers could fall into that category. That said, they're also more punishing if you don't play well or fall behind, and they can be (I'm not good enough to say "are") harder to play well.
