Waiting in line on a recent sailing, some TAs said 100 people go missing each year on cruise ships mostly by people taking their own life. If Kevin ever made it on land, his phone would’ve been identifiable.
The bigger issue is that with maritime law in place here, it’s up to each cruise line how to address versus any regulatory oversight

I know they've said that he didn't go overboard, but I can't see any other possibility. Something that I find concerning is that Carnival put out a statement that said that there are no cameras in stateroom hallways OR the club, which seems negligent to me. As far as story #2, I think passports should be mandatory for all cruises, I know there would be backlash about it but it's so important when traveling internationally.
