    I think that's a pretty poorly written question with the use of conservative not clearly meaning politically or limited

    Can conservative refer to the economic policies? So to refute it you can say that economically it was more liberal?

    Hoover didn't have a hands off approach. He passed Smoot Hawley public works like the Hoover dam he tripled the tax rate from 25% to 77%.

      Compared to FDR, and the scale of government that needed to intervene for the Great Depression, Hoover did have a "hands off approach". Obviosuly he did things like pass higher taxes and the tariff but he always thoughy that the "economy would fix itself". Remeber, he was U.S Secretary of Commerce from 1921-1929 other wise known as the "Laissez Faire Roaring '20s"
