In the book of Psalms the Bible says that What is man that thou art so mindful of, the Son of Man that thou visitest him. Thou art made him a little lower than the angels. But the word angels is Elohim. The same verse is quoted in the new testament in the book of Hebrews. When Jesus was being compared to the angels. The word there is angelos, so the writer of the book of Hebrew interpreted Elohim as angels too.
