It’s a bosn’ pipe. Nautically used to make pipes (announcements) onboard ships. There are 4 different hand positions to give different notes. Different combinations of hand positions over the bowl (pea) at the end will make the sound of what is announced i.e. chow (dinner), special visitor, captain departing the ship etc.
The mystery thing you found is called a boswain whistle. It is based off of the kind that was used in naval warfare in the Napoleonic era and as such is best known today through period maritime movies. They were used to relay command on board vessels, especially during high winds and storms where normal voice commands could easily be drowned out. They are still used today occasionally for sailing. the long tube is called the gun, the ball is called the buoy and the flat part is called a keel. This is a nice find and it looks like it is in good shape. I hope that this helps.

I thank you for help that area stay somewhat clean. When I was younger I went to a park near the beach an went into the mangroves to catch crabs for fishing an while walking through the water in the cove I found a broken beer bottle with my foot. I have a nice 6 inch scar on the bottom of my foot now. Wish more people were like you about trash.
I know it as a "Boatswain's Call" but I'm assuming the difference is because I'm Canadian. I would expect our jargon to be slightly different. Either way, glad to see someone was able to identify it!

Sterling is a term used to identify silver. Sterling means that it's 92.5% pure silver. Look up the price of silver, and multiply the weight in ounces, to get the value of the piece. not sure what it is though. Sterling could also be a brand.
yeah most comments got it. its called a boatswains' pipe. the navy uses it on ships underway to alert the ship of different times of the day like morning routine, chow break, end of the work day, etc. the mos that uses this item is the boatswains mate (aka boats or bosn) most you will find have a type of "lanyard" attached that most bosn hand made in order to prove their proficiency with line (string/rope) and knots.

The whistle is called a Boswain pipe used in the Navy. I’m in the sea cadets and I use the pipe sometime.
Try hooking nitrous tanks to your regulator breather thingy and see if you swim faster.
