That scene is from the ending of The Killing Joke. In both the movie and the comic book, Batman and Joker have come to the climax of yet another fight and then they start to talk about how one day they’ll eventually kill each other. Joker lightens the mood with a joke that makes both of them laugh (I guess Batman is laughing at the situation more than the joke itself) and then it’s assumed that Batman kills Joker but they never confirm it.
Batman had a lot of pent-up anger lol
