I have a question why Eversion of foot for S1 MMT rather than Ankle plantar Flexion.

In my opinion, eversion of the foot is a more sensitive test than plantar flexion. It is not uncommon to find a person with a mild S1 lesion who has some weakness of eversion but normal plantar flexion.
