it depends on the state and type of visa. Some states do not require praxis such as Florida. If your visa is J1 and the state requires praxis, you do not have to take it before going to the US. You can take it there. You will be given a time frame to take it. If your visa is H1b, you have to obtain the state license first (some may require taking praxis to get the license.).
