Its usually for 1 of 2 things. Either the tire so it doesn't come through the fender and or the strut mount but that tends to be a bit more rare of the reason for the ugly hump. Its usually for clearance for the tire. Some cars without them can be forced to have the body close to 2 inches higher of ride height.

Hmm. Not big enough for a tire, maybe shock tower needs a little space. Not sure.
