Wow, you did mean what I thought you meant.
As I said my phone shoots 4K video so the cost of a 4K camera shouldn't be an issue (at least for in-house production).
Up-scaling is a lot different to down-scaling, up-scaling involves extrapolation whereas down-scaling uses existing data.
Even if 4K is a stretch surely we should have 1080p in 2015, let alone 480p (DVD standard).
