This is incorrect. Timing is important, but it's not the whole story. There are many other factors as well, including the shape of your head and ears, and the fact they are made of a soft material. All these factors act to filter and modify the spectral signature of the sound, and we learn with time to associate these changes with direction. A head-related transfer function can be used to simulate this using a impulse response filter, and I've played with this in the past.
