Sorry but that shelter is too small and there isn't any trace of natural grass for the dogs. I've seen many shelters and this one is a bad one. Couldn't understand how they let it go like that.
Because they don't have enough budget... there are plenty of abandoned animals due to weak animal protection act in Korea, and shelters are usually operated by volunteering and donating, but the budget is insufficient, so they are barely feeding and caring for the animals. I'm so sad too...
