TLDR; Short levels usually just didn't get rated then, that and the relatively poor quality made it go unrated for so long (controversially). This video overall is pretty good for entertainment value but leaves out A LOT of information, there are many top 1s that were not brought up at all, or were glossed over very briefly. Not to mention that it really only shows brief snippets of the levels themselves, you can't really appreciate the true difficulty of these levels with small clips of them. Not a bad video, but it does leave a lot to be desired.
I absolutely agree with your last point (the others too but there's less for me to say there), there's SO MUCH context and info about the game itself like how verification works, what updates happened throughout the years and how they influenced the levels that were made and the story, or what it means for a level to be rate-worthy and how that's changed over the years, all of which created some confusion. It told the general story well, but it feels like it glosses over so much and says so much in a vacuum that the levels mostly feel like faceless names with people and their stories attached to it. It feels like the vibrancy and identity of each level the gameplay adds and the context that gives to the story was a secondary priority to keeping the viewer's attention, especially with this editing style that never gives you a second to breathe. I feel like the video would've been really elevated, if made a bit longer, by at least for the most important levels letting us watch some actual attempts/gameplay for a bit without suffocating the moment with commentary and edits every second. Like you said, it would've given all the difficulty that was described as just 'less than' or 'greater than' in a vacuum some actual meaning that helps you appreciate it. Basically, glossing over important context about the game/community and pacing issues made this a bit hard to watch, but it goes over the overall story well.
For reference Mari, Zoink has beaten the entire top 75, verified atleast I think 4 top 1 demons and even the current top 1 Thinking Space II, but has a 2000 point lead compared to the number 2 player wPopoff on the demon list.

I get Zoink is overrated, and wPopoff is underrated, but that is not evidence for wPopoff's superiority. Overall, if you despise the guy, you can keep that to yourself, but that by no means is something to strengthen your case.

To answer one of your questions, the reason the length of a levels matters is because levels under 30 seconds have to be rated easy or auto for anti-cheat reasons, so shorter levels are less likely to get rated. Like arcturus, cobwebs was also not rated for a long time due to being barley 30 seconds.
Since you already know how crazy the Geometry Dash community is, I recommend checking out Heliopolis - The Last Straw by Mindcap. The video talks about one of the most brutal and difficult upcoming top-ones ever planned, Heliopolis. and the story of how the level was created, told directly by the creator himself. Heliopolis itself is one of the most viral levels in the Geometry Dash community right now due to its difficulty, and other things you'll learn from the video.
