Do already tuned cars with liveries have to be paid?

imagine as a developer to release the same game, the exact same game, over and over under different names
I thought about it, and I'd agree with the 3 previous versions, however this one has open world maps + AI traffic, which did not exist in the Copy-Paste games they did. This one they finally are putting in effort it seems.
