What about Command Block Armor? I'd say that would cause nearby enemies to be levitated upwards and burned (Boots). Also, Every good effect 255 (Legs), Xray (Grass, Dirt, Stone turn to glass on client side, Helmet) and Flight (Chestplate). Also, with the full set you gain 1 DeadBush per 5 seconds.
The Effect Limit Is 126 (Level 127) Because The Level Is 1 Higher Than The Amplifier So The Max Possible Effect Is Level 256 (Amplifier 255) But Most Effect Break After Amp 126 (Level 127) So That's 127 (Amp 126) Is The Limit
