It doesn't affect the duels stadium at all. Everyone is back to level 50 now. The only change is that you can see the circle glowing around yourself in the battle. It only affects PvE and your player card, and as of now, only you can't see if other people have charged levels. Also max level is 125.

We figured out that this appears to be not for Members-only right now, making it not pay to win.
