One of the few times you can feel sorry for the emperor. He actually really does wanna go after the guy who murdered his brother in law and caused a ton of chaos and problems.
BUT he's also an emperor and thus has to work to help his people who have been displaced because of flooding and that means he can't do both so he's forced to sit and make decisions based on what is better or worse than the alternatives.

Sending her "away" to protect her did zero to protect her and almost killed her more than once. Keeping the boy with congenital issues away from the finest physicians in the country and destroying the boy's mother emotionally was more than enough harm for a lifetime. Closer is safer, he should have known better.
