Tbh the reason why they didn't gave him a zenkai is because toshi glaze vegito, like since 1st anniversary toshi has always released vegito and they were super broken even than gogeta, for example gogeta blue was a difficult character to use simply because of its colour that is yellow, uvb is still strong even in this meta while gogeta 4 and gogeta blue ultra failed, even gogeta green that was immediately erased by ssj2 gohan

And it locks in and now does 99% dmg to other team members

Ultra Gogeta blue didn't fail tho? He lasted for a year and was very good for that, he's fallen off now, but he was a 2022 unit it makes sense
