So in conclusion best to just spend 2-3 months a year in Italy in retirement, and never become a tax resident in Italy. The bureaucracy, very high taxes and ever changing rules in Italy just seem too crazy. Best for peace of mind to not have the stress to deal with Italian authorities at all.
That's what I've been thinking, too. Unless you have a reason to move there permanently, such as finding affordable housing in retirement, don't. Visit for the length of time allowed by Schengen, then go somewhere else.
If you pension is a “public” one (such as from federal, state, county, city civilian career, military, fire service, law enforcement, etc…) it will be tax exempt in Italy (in Spain, too).
What about if you re from Ireland ??
