Yeah I hate it too. But coding an AI that can work under uncertainty is very tricky. It would also greatly affect the running performance of the game if every single AI country was running uncertainty calculations, potentially making the game unplayable.
Also add to the last point that an AI won't ever know the location of a black-flagged unit. You can be right next to them, they won't see you unless you move in a self-controlled province.
Maybe that is not true anymore because I noticed often enough that they moved their Army away even when I came with a Blackflagged army... but maybe that is just me on that Anyways it cannot be found in the Game File that these information came from at least
"AI will call allies if they don't have 4 times bigger army than their enemy." Now I know why commonwealth with their 99k is calling me in their war against 33k Ottoman army.
My favourite ai cheese is the Ryukyu strat where you merc up and invade Japan, and go straight for Kyoto; all Japanese ai's are all scared to attack on their own because they all lead small stacks while you lead a 10k stack no idea if it still works but it was incredibly funny to me that it worked
so discipline is the best to avoid battles and get away with greed sieging this added with the terrain makes a lot of sense why i got away with fighting the whole of Europe in my papal run, nice info
Is the last point you made about the AI forgeting the army position tied with the fact that they almost instantly move off sieges when you click on them with an army that can beat them?
It's fascinating because they also run off even if you click to a province close to them, if you make the army path through the province they are sieging and many other similar circumstances. A bit frustrating at times... Must be the reason why the ai always has 100 spy network on the player, they need to know our every move!

Unless I misunderstood something I think it would be even less than 100 days when the AI, on average, forgets where you are. To quickly explain, the chance on the first day of them remembering is 0.99. After two days it is 0.99 * 0.99 = .98, or 0.99^2. After 100 days this becomes 0.99^100 = 0.37 or a 37% chance of them remembering. Turns out that after day 69 the chance of them remembering dips below 50% (0.99^69 = .499). But the point still remains and is something I did not know at all that they will eventually forget about you. After 5k hours I'm still learning! :)
But I am pretty sure that it is calculated independently as most things are in EU4 (f.e. ruler death chance) so I would bet that it would be mentioned in the Game code if it would work as you said... but I don't know for sure of course :)

+10% discipline isn't just +10% damage dealt, its +10% damage dealt and +10% tactics which gives -10% damage received? Are you thinking of combat ability rather than discipline? Still arguable if its better or not than 25% damage received since the damage received stacks in a different way, so its easier to get to a 90% reduction, but doesn't apply to morale, but the discipline reduction applies to the base casualties that morale damage is calculated off of. But at least I think thats the reasoning behind it.
That is not how it works... as I said it affects damage and morale damage and of course I forgot military tactics but it doesn't do the same as damage received modifers as it also is calculated relative to the enemies tactics but the wiki is definetly incomplete if not wrong on that so it's not as simple as you described it here but it is definetly strong anyways
No it only gives positive modifiers for Damage and Morale Dmg. But if you make more Dmg and win the battle earlier then you also loose less troops yourself which is why Discipline is known for helping you with Manpower

Yes they can also see your Army Movements if they see your Army.. but as I showed you can actually hide Armies from the AI

AI never (or extremly rare) moves away from a siege where they have a positive %.
The AI shares info with everyone too for your troops and count from what I've heard.

Does the AI value military tactics straight up or does it target technology level?
The AI values each modifier on it's own so it sees the mil tactics
