I don't think Ghost will add new cars to the game. There is already a pack which contains all DLC cars.
They can only add the cars already existed in the game as abandoned cars.

My own personal fantasy about why the league bosses cars are abandoned is that we are actually a random person that had arrived in fortune valley looking to make our own cars faster and competitive in the street racing scene and that we want to have a performance and tuning reference to help aid us in the performance and tuning of our cars and we thought that the league bosses cars are a perfect reference(or ideal) and instead of just asking them,we are actually stealing they're cars for our own purposes
