Nato wouldnt respond to a nuke being used on Ukraine in kind, it would respond conventionally. This is just as big a problem for Putin though because its forces in Ukraine would likley be decimated by nato air power and Putin would have no excuse to respond with a nuclear response. Russias forces cannot stand up to nato on any metric conventionally
