At 5:10 I think you made a mistake... JP suggested was five levels of decentralized polity consisting of village, block, district, provincial and central levels... you mentioned four tier hierarchy.
JP was one of the person who cried whole life without any solution. Lalu yadav, Mulayam yadav & Nitish kumar are some of "honest" student leaders who picked by JP to demolish running government. After his "successful andolan" Morar ji Desai became PM of India who lead India to became most prosperous country & well known for his relations with USA where he gave his secret RAW agents details to USA which handed over to Pakistan immediately. JP don't have believe in voting system & democracy practices. He always tried to crush his opponents voice by force but unlucky some time where he get restricted to spread hate against democratic system.
