.5:15 you made a slight mistake. They are natives to an extent but they come from salusa secondus, the same world as the sardaukar. Though it is unknown how long they lived on arrakis, possibly 1,000 years

The Frenen aren't a house though.... they aren't even part of the Imperium. Arrakis is considered a territory of the Imperium, but aside from Duke Leto's intentions, the Fremen have no legal representation.
