    Well, that's quite simple.
The Maresciallo (Carabinieri senior NCO) just realized he was facing a quiet family of tourists from USA, daddy being paesano to top it all.
So they took their time, had a chat and made evryone feel welcome in Molise.
This kind of behaviour is part of Italian culture, but the Carabinieri had it formally ordered in their first rules dating back to 1814, when the corps was founded. Amongst many other things , a Carabiniere was called to be always observative and alert and deal with the people on the streets respecting everyone: being polite with all citizens, respectful towards good citizens and effective with criminals and offenders.

For all the American friends: can you see how police is polite when they know 99% of people don't have guns?
In Italy are so rare, so a officer can do his job without the constant fear of a pistol emerging from the car window

but notice that these officers are not part of the Italian State Police, they are Carabinieri, the Italian Military Police. Anyway they have departments that provide also public security services, same to state police duty, that's why they often stop the cars as routine, checking documents, drive license and identify people. As happened in this video.

Let me explain what exactly the differences and the similarities are. First of all, the State Police is a civilian corp with a military system, with duties exclusively of civil police and is employed by the Ministry of Internal Affairs, the Carabinieri are a purely military corp, with both military and civilian police duties and are employed by the Ministry of Defence. Both have departments in their order that are homologous: the N.O.C.S. of the State Police and the G.I.S. of Carabinieri, which are departments used for counter-terrorism or in any case for events of a very serious nature occurring in the national territory. Both have a department for scientific investigations: the "Scientific Police" in the state police and the "Grouping Scientific Investigations" R.I.S. in the carabinieri. Both have mobile regiments located throughout the national territory, which are used for any need of public order. Then there are some departments that are peculiar in the state police or in the carabinieri: the state police is totally competent for what concerns the immigration and the permanence of non-EU foreign citizens on the Italian territory, has the total competence regarding the issuing of documents for expatriation, for the issuance of any public security license, for organizing and conducting public services in sporting, political or any other events. The carabinieri are, through special and exclusive departments, fully responsible for the protection of the artistic heritage, the protection of health standards and anti-sophistication, the protection of laws on ecology, the protection of EU rules on the exchange of any product between Italy and abroad, of the protection of the rules on dependent work and more. They are also security officers of the president of the Italian Republic. Since the carabinieri are a military corp, out from Italy for any foreign mission they operate under the aegis of N.A.T.O. who assigned them the permanent command of M.S.U. (Multinational Specialized Unit) formed by all the other countries that adhere to N.A.T.O. State police are present in the main Italian cities and in the most populous cities or towns. The carabinieri are present in the main cities, to a lesser extent than the state police, and in the smaller cities and towns, with more than 5200 police offices, called "stations". Beyond these differences and similarities, on the road every day, among the Italian people, the patrols of the state police and the carabinieri do the same, identical things, absolutely without any difference. Hope no italian people now can understand better

From my experience the police forces that have a military status are much nicer and more professional than the civilian ones (in the US the only police force with a military status is the Coast Guard).
These are the Carabinieri which are an armed force, we also have Guardia di Finanza which is military too but not an armed force as well as the Guardia Costiera which is part of the Navy.
Then we have the following civilian forces:
Polizia, Polizia Penitenziaria, Polizia Municipale and Polizia Provinciale (the latter two are local and in some Regions are grouped under the Polizia Locale name).

ding a ling you know some people have health issuses when people are smoking around them. I used to go to my friends house and his parrents were heavy smokers. I got asthma because of it. If anyone smokes near me im going to ask them to stop because it might trigger an attack within my lungs

    • @kornisoni6625
      @kornisoni6625 6 лет назад +7

sorry, can i ask you where do you live and who actually diagnozed your asma as an effect of your friend's parents smoke?
People can get asma via their genetical heritage, obesity, airway sensivity, smog, fog, pollution, infections, conservans in food and drinks, medicines, eccetera.
Ok, i can believe you, but for years i even lived in a country where people are allowed smoke even in crowded public closed spaces and i barely know someone from there with asma. Why? Because it's not an industrial area, people still eat healthy food, etc.
Even my parents smoke from before i was even born and i'm still healthy. Of course i'm not saying that it's the same for everyone, but if you aren't sure your friend's parents are responsible for your illness i think that you only want to accuse someone because of your problems. I could be wrong, but for me it exactly seems like that.
Anyway, the "carabiniere", or police officer, was smoking OUTSIDE the car and chatting with her father, and the windows separated him and the girl, there's NO WAY that the little snowflake's lungs could be damaged by his smoke, so why would she bitchin' on a police officer? This says a lot about americans' self-centred mentality and why they have issues with people that are supposed to help them.
If you're a whiny animal you deserve be treated like a whiny animal (referred to the girl in the video).

    • @declaringpond2276
      @declaringpond2276 6 лет назад +1

      ding a ling
      1. Because its like asking someone not to drink near them, if you haven't realized smoking is LITERAL cancer. Smoke it somewhere else if you're going to cause harm to your body
      2. I was told by my doctor not to go near anyone smoking because my lungs have been exposed for quite a while and were easily disturbed
      3. If you get offended that someone asked someone to stop smoking, you're clearly a snowflake yourself. Its common decency to stop smoking if someone asks you too, or at the very least move away

    - Good morning.
    - Good morning.
    - What did you do wrong, daddy?
    - Nothing.
    - The car is on rent, eh.

    - My daughter is telling me that you're all very kind.
    - Oh really? Thanks. A little less in America?
    - Not at all in America. They just take your registration booklet and that's all, they tell you nothing. You ask questions, they won't answer.
    - Eh, vabbè. (Sorry but there's no translation to this word, it's a really unique Italian word xD)
    - Thanks.
    - I go there pretty often.
    - Where?
    - In New York.
    - Do you have any relatives there?
    - My father was there for 20 years. We have uncles, brothers there...
    - Oh, you're from around our zone. We travel to New York very often.
    - I go there at least 3 times a year.
    - It's a nice place to visit.
    - I know.
    - Ok, now I have to go. May I?
    - Yes, you can. Go. Goodbye.
    - Oh, you got off easy. If I were them I would have given you a ticket.
