@BeachDude0092 yeah because u got 2 of them to deal with and other enemies all at the same time and u don't know how the jets are gonna attack u from above or fly towards u. What do u think is the hardest boss
Stage 4: Sega Stadium aka DreamLand will forever and always be my favorite stage, cause in the mid 90s, nothing was better than being at a Yankee game fantasizing about beating up people on the baseball field xD
The thing that sucks is none of this was accessible through cheats. There were a few secret characters in SOR2 and SOR3, but none really as funny as this. We would have loved being able to run around with R. Bear beating everyone to death. I want to see a ZamZam run-through!

I feel like one of them always hurt you no matter what, but one only hurt if you hit somebody with it?

R.BEAR is by far the most most toughest boss from streets of rage 2.

@BeachDude0092 the jet bosses are the hardest when there's more than 1 of them especially on level 5 and level 7.
