There are many nice & fancy restaurants I would totally listen to your friends recommendations. When I visit from USA I avoid all the juices from the stalls & anything from open air. I’d recommend places but you’re leaving in 4 hours so.

The problem is that at Monal they cannot get another ride. Only if the driver is coming down will he accept the ride. They are not trying to scam you, normally in Pakistan you don't get scammed. Think 1000 rupees is less than £3 and it is 15 miles so it hardly covers the car costs

You should visit areas like Bahria Town, Bahria Enclave. Also when you are in Islamabad must visit Lok Virsa it also has a museum, it’s near to Pakistan Monument which also has a very interesting history museum
